CHF/USAID HIV/AIDS Program in Rwanda Hailed by Commission Head

The executive secretary of the National Aids Commission (CNLS) Dr.Agnes Binagwaho has urged people who oversee HIV/Aids development projects to be accountable for donor funds.

Dr. Binagwaho said this during a two-day 'formation and evaluation' conference for partners in Community HIV/Aids Development Mobilization Programme (CHAMP) that was organized by the United States Agency for International Development (USAID) at Hotel Novotel Umubano, last week.

She commended USAID for its efforts in combating HIV/Aids through the CHAMP project.

Both Binagwaho and the USAID representative, John Dunlop, emphasised the need to keep proper reports on expenditure and to monitor the impact of donor funds towards the recipients.

Judith St. Fort, the acting country director of CHF International, revealed that USAID selected CHF to manage the CHAMP project in September last year in a bid to train partners on project monitoring, evaluation and reporting.

"Our partners need to learn the objectives of CHAMP, implementation strategies, their roles and responsibility. We hope to have increased understanding of monitoring, evaluation and data analysis with a specific formula of reporting," St. Fort asserted.

At least an amount of US$40 million has been proposed for the four-year programme, and the first phase of over US$5m has already been disbursed for project work.

"The project is to enhance high quality capacity building, community-based services, and strengthen linkages and referral systems for service providers countrywide," St. Fort added.
