In Ghana, Global Communities worked with local organizations to expand access to credit, provide vocational training, upgrade water and sanitation systems and improve housing conditions for residents of slums in Accra and Sekondi-Takoradi. The IncluCity program builds on the Bill & Melinda Gates Foundation-funded SCALE-UP program which enabled the urban poor in India and Ghana to have a meaningful voice in slum improvement programs. Through the program, Global Communities aims to increase the participation of slum residents in governance, inclusive planning and budgeting processes, while building the capacity of the local governments to generate revenue.

Global Communities/CHF helped to produce the Sekondi-Takoradi Citizens’ Report Card, which is the first of its kind in the Metropolis and is designed to highlight citizens’ satisfaction level with various services provided by the Sekondi-Takoradi Metropolitan Assembly and other statutorily mandated utility providers like the Electricity Company of Ghana, Ghana Urban Water Limited and also private sector providers.

The Report offers an opportunity for the Sekondi-Takoradi Metropolitan Assembly, public and private service providers to receive feedback on their performance and accordingly re-strategize and initiate reforms to meet the expectation of their clients. It also serves as a benchmarking tool, which over time can assess the changes in the perception and satisfaction level of citizens with services provided. The Citizens’ Report Card (CRC) was pioneered by the Public Affairs Centre in India in the early 1990’s and has since grown to become a tool applied mainly by civil society organizations, donor agencies and governments. One important element of the CRC is its ability to quantify user feedback using a representative sample. It however goes beyond being another public opinion survey to reflecting citizens’ satisfaction with services provided based on their experience of actually having enjoyed the service for a long time.
